Affordable Rental Properties

Our Affordable Rental Property provides rental housing for very low and low-income family households.
STEP’s major objective is to provide safe, affordable, and energy efficient housing to family households who have great difficulty in securing such housing on the unassisted rental market.

The housing site is located within the business district of Williamsport allowing easier access to public transportation grocery shopping, churches, social service agencies, elementary schools and college.

Eligibility Criteria:

Applicants must meet the income criteria as defined under federal regulations in order to be eligible.

Application Requirements:

  1. Credit report (s) and criminal record checks;
  2. Landlord references/reports for a minimum of three years prior to application and;
  3. Employment references for a minimum of three years prior to application.

Applications will be prioritized on the following criteria:

  1. Received time and date of a completed application;
  2. Required bedroom size; (subject to availability)
  3. Income limits

Selection Criteria:

  1. Must be able and willing to pay rent in a timely manner, based on income documentation and previous rental history;
  2. Must be able and willing to abide by the provisions of the lease;
  3. Must be able and willing to care for the unit in which they reside;
  4. Must be able and willing to reside within the unit in a manner which is not detrimental to the health and safety of the other tenants.

NOTE: If all units are occupied, applicants will be placed on a waiting list. Depending on the time an applicant remains on the waiting list eligibility recertification may be required.
