Technical Assistance
STARS Technical Assistance is specialized consultation services available to support the programs in the Keystone STARS quality improvement program who are working to achieve higher STAR levels. This on-site consultation for facilities is aimed at helping them achieve specific Keystone STARS Performance Standards.

Technical assistance is available in the following areas:
- Staff Qualifications and Professional Development includes, but not limited to assistance with:
- Professional Development (PDR) plans and PD activities
- New Staff Orientation, Career Lattice
- Early Learning Program includes, but not limited to assistance with:
- Child observation/assessment, early learning standards
- Curriculum, program self-assessment
- Environment Rating Scales (ERS), activities, program structure
- Social development, special needs
- Partnerships with Families and Communities includes, but not limited to assistance with:
- Parent conferences, transitions
- Communication with families, community resources
- Enrollment and parent involvement
- Leadership and Administration includes, but not limited to assistance with:
- Performance reviews, code of conduct, staff meetings
- Job descriptions, organizational chart, personnel policy and procedures
- Salary scale, benefits, budgets
- Business planning, strategic planning, risk management planning
- Injury and illness tracking, site safety review
- Health and Safety includes, but not limited to assistance with:
- Supervision, health and safety practices
- Activities for healthy development
- Nutrition, infectious disease
- Special needs
