Notice of Final Public Hearing - City of Lock Haven Community Development Block Grant - CARES Act (CDBG-CV) Program

Notice is hereby given that the City of Lock Haven will conduct a virtual public hearing relative to the first wave of its CDBG-CV Program on June 15, 2020 at 6:30 P.M. through Zoom. This meeting will be broadcasted on the City’s Facebook Group and YouTube Channel to allow for real-time comments from the public.

The first wave of the City’s CDBG-CV allocation is in the amount of $193,732. Funds must be used to prevent, prepare for, or respond to the coronavirus. At least 70% of the entitlement grant must be utilized for activities which benefit low and moderate income persons.  A wide range of activities may be carried out with CDBG-CV funds including public facilities and improvements, testing facilities, public services, assistance to businesses, temporary rental assistance, mortgage assistance, planning, capacity building, and technical assistance. At the hearing, a full description of eligible and ineligible activities will be presented. Citizens will also be permitted to comment on the City’s prior use of CDBG funds.

The City does not anticipate including any activities that will result in displacement; however, should project activities require the relocation of residents or businesses, the City of Lock Haven will render relocation assistance.

An opportunity will be presented at the hearing for comments on the proposed use of funds, as well as on other needs that may be addressed through the use of CDBG-CV funds.  All parties that are interested in requesting funds are encouraged to contact Abigail Roberts at (570) 893-5903 to request an invite to speak at the meeting. Everyone is encouraged to view the live stream of the public meeting on the “Lock Haven City” Facebook Group and City of Lock Haven PA YouTube Channel.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations (including  auxiliary communicative aids and services), during this hearing should contact Abigail Roberts, Planner & Development Coordinator, at (570) 893-5903 at least three days prior to the hearing to discuss how the City may best accommodate your needs.

Technical assistance will be provided upon request to any groups or persons, especially LMI persons or their representatives, when developing proposals intending to use CDBG funds. Lock Haven City Council will strive to make all programs and activities accessible to the learning, mobility, vision, hearing, and language-impaired persons. If you are Limited English Proficient and require a document translation, please contact Abigail Roberts, Planner & Development Coordinator, at (570) 893-5903 at least three days prior to the hearing to discuss how the City may best accommodate your needs.

Public comments will be accepted for 5 days following the public meeting. Comments should be written and submitted to Abigail Roberts. Comments will also be accepted through email, submitted to aroberts@lockhavenpa.gov. Written responses will be addressed within 15 working days when practicable.
