PUBLIC HEARING NOTICE
Emergency Solutions Grant (ESG) Program
Lycoming-Clinton Counties Commission for Community Action (STEP), Inc. intends to submit an application to the Pennsylvania Department of Community and Economic Development (DCED) for Federal Emergency Solutions Grant (ESG) funding. ESG funding will be administered in partnership with the Clinton County Housing Coalition in Clinton County. ESG funding will be deployed for the following activities in Lycoming and Clinton counties:
- Rapid re-housing assistance for eligible homeless persons including case management services, financial assistance, and rental assistance
- Emergency shelter operations and essential services
- Homelessness prevention rental assistance and services
- Homeless management information system (HMIS) data entry
A Virtual Public Hearing will be held on Thursday, July 30, 2026 at 11:00 a.m. to receive public comment on the proposed activities, accept proposals for new activities, and discuss potential environmental impacts of the proposed project.
