Geisinger Eviction Prevention Program

Geisinger’s Eviction Prevention Program is a housing initiative to assist Geisinger-insured residents of Clinton and Lycoming counties who are facing an eviction or in danger of eviction in securing a stable housing arrangement. Individuals must have experienced a crisis outside of their control to be eligible for the program and be able to show that there was income within the home in the last 60 days.

The program is administered by STEP. STEP functions as the main point of contact and administrator. In addition to alleviating the immediate need of stable housing, and through completion of a Self-Sufficiency Matrix with a STEP Family Navigator, customers identify and address other barriers. These barriers may include education, employment, transportation, childcare, budgeting, as well as other barriers that often need to be addressed to ensure the customer can progress towards self-sufficiency.

Successful outcomes for Eviction Prevention will be measured based on whether the customer is in secure housing and has become self-sufficient.

Program Success

STEP Service Navigation was able to operationalize the Geisinger’s Eviction Prevention Program (EPP) in August 2025. Almost immediately after start of the program, STEP was able to enroll a family who was at risk of eviction after the loss of a job. Their daughter has significant health concerns, and both parents attend several doctor’s appointments per week. They are now able to focus on getting back on their feet while also caring for their daughter. During their time in the Geisinger EPP, the family was also able to explore further employment opportunities, and the father recently started employment at a restaurant. The mother had an interview at a retail store and is applying for SSI for her daughter's medical needs.


Kelly (name changed for privacy) was injured at work, which resulted in her losing her job. Her position paid well and was her only form of income at the time. When she went out of work, her employer further denied Workers' Compensation. At this time, she was also appealing an SSI denial, which led to her becoming a few months behind in her rent. At the time of her interview, Kelly shared that she won her appeal for SSI and was now able to have steady income but was still struggling to catch up. STEP reviewed Kelly's income and helped her to create a budget during her enrollment, while also helping her to get enrolled in OnTrack and CAP to help with lower payments for utilities. Additionally, the STEP Family Navigator connected Kelly with North Penn Legal regarding needs for her Workers' Compensation hearing. Kelly was grateful for this opportunity and appreciated STEP, through the Geisinger EPP, being able to assist her in numerous ways besides just with rent. She now feels stable with her new income situation and additional resources.
